About Marla

Marla is a native of the Los Angeles area and has traveled extensively throughout the United States and abroad and lived overseas for several years. After graduating from George Mason University with a degree in International Relations (focusing on the former Soviet Union and foreign policy) Marla moved to Moscow where she worked for several years to gain first-hand knowledge of that region of the world.

Shortly after returning to the States, Marla decided to attend law school and to use her education and experience to help both animals and people. Throughout her legal career, Marla has handled many bankruptcy cases, all of which have successfully ended with discharge of all personal debts.
Marla has also represented many people and their animals in dangerous dog hearings, claims related to dog bites, and issues with animal control agencies throughout Southern California.

Marla has extensive experience with administrative hearings and court proceedings, both civil and criminal. In addition to her vast knowledge of animal law, Marla has established a network of professionals in the legal, veterinary and other related communities with whom she consults for their expertise when needed.

People with pets feel that their pets are like family members. Currently according to many laws, those beloved pets are still considered personal property and they do not have the same rights that humans do. However, there are laws that provide protections for animals and rights for their owners/custodians. Some of the most common animal issues that arise for pet owners are those involving animal control agencies, often where someone reports a dog bite or a barking dog. Such cases are typically handled by the agencies themselves in administrative hearings, rather than in a court of law. Animal control personnel very often mislead animal owners, telling them that administrative hearings are “informal”, and omit the fact that the consequences of administrative can be severe, and can result in the loss of a person’s animals. ANIMAL SHELTER LAW

California enacted some of the nation’s most progressive and comprehensive animal shelter laws in 1998 - increasing the holding periods for stray animals, requiring veterinary care for shelter animals and other measures intended to improve the treatment of the animals and opportunities for their adoption. Sadly, in most instances, those improvements exist only on paper. The unfortunate reality is that there is very little transparency in the operation of animal shelters and even less accountability for the misconduct and violations of law(s) by employees.

Private humane societies that provide animal control services for cities and counties are frequently not any better or more “humane” than municipal animal control shelters. In fact, these humane societies and societies for the prevention of cruelty to animals are generally even less transparent than municipal animal control agencies, because they hide behind their status as private organizations to deny access to records related to the services they provide with taxpayer dollars.

Refusing to provide records is one way that animal shelters (both municipal and private) conceal unlawful conduct. Another way of hiding the truth is to fire volunteers who question anything that goes on at animal shelters or who dare to speak the truth. The volunteers see and hear a lot of what really happens within the walls of the facilities, which very often is not the “feel good”, pretty picture that is presented to the public and donors. To ensure the silence of volunteers, many shelter managers threaten volunteers with termination and/or make them sign non-disclosure agreements before allowing them to volunteer their time.

There is no state agency that oversees animal control or animal shelters in California. They are virtually all self-governing, so the only way to enforce the laws governing animal shelters is either by public pressure or lawsuits by private citizens. CRIMINAL DEFENSE (ANIMAL RELATED)

Facing criminal charges is very frightening, and can be even more so scary to a person without an attorney. The fear and stress are intensified when animals are seized and a person is charged with animal neglect or animal cruelty are. The person is left without his or her animals, and is often vilified by the public when the animal control agency issues press releases or otherwise involves the media.

Unfortunately, in some instances, individuals who are charged with animal neglect and/or cruelty singled out and targeted by animal control personnel for reasons other than animal welfare or law enforcement. Animal control agencies frequently pursue particular individuals for personal rather than professional reasons. For example, a person can lose his or her license to drive a vehicle in an administrative hearing, or a dog owner’s right to own a dog may be revoked as the result of a hearing held by an agency employee where the rules of evidence and other constitutional protections do not apply apply.
